Facebook Inc has rejected a proposal from the Australian Competition and Consumer Commission (ACCC) to enhance regulatory scrutiny of its advertising market dominance and the curation of news content in user feeds. The ACCC's December 2018 recommendations, which included establishing a new watchdog for tech giants, have drawn international attention as governments seek to address the influence of major platforms.
In a 76-page response dated March 3, 2019, Facebook argued that users, not regulators, should determine their news feed content. The company criticized the ACCC's approach as disproportionate, stating it failed to recognize the competitive nature of Australia's online advertising market and mischaracterized its data practices.
The social media giant joined Alphabet Inc's Google in resisting regulatory pressure, with both companies framing the proposals as threats to innovation. The ACCC had previously highlighted concerns about tech firms' market power, citing Google's 94% web search dominance in Australia and opaque ad-ranking systems that could favor their own interests.
The proposed regulator would have authority to examine how platforms prioritize advertisements and news articles. NewsMediaWorks, representing Australian publishers, welcomed the initiative, claiming platforms unfairly benefit from distributing their content. Facebook countered that the ACCC's focus on protecting specific publishers contradicted its mandate to foster competition.
Australia's 2017 media reforms, which included laws requiring tech companies to assist in monitoring user data, prompted the ACCC inquiry. The debate reflects broader global efforts to balance corporate influence with public interest in digital ecosystems.
