Kenyans' Ministry of Education has requested Sh1 billion to modernize 103 national schools, aiming to support a 100% transition from primary to secondary education over three years. The funding plan includes Sh300 million for immediate upgrades, with additional allocations of Sh369.4 million in the next financial year and Sh385 million for the 2021/22 budget cycle.
A report submitted to the National Assembly’s Education Committee by Principal Secretary Belio Kipsang outlines the ministry’s capital expenditure priorities. Donors will contribute Sh158 million, while the government will allocate Sh43 billion for national volunteers. The program’s total estimated cost reaches Sh5.7 billion, with specific allocations for infrastructure development and teacher training institutions.
Key projects include Sh85 million for the Lugari Diploma Teachers College, Sh50 million for Moiben Science Diploma Training College, and Sh185 million for Kibabii Teachers College. Infrastructure improvements at Kagumo Diploma Teachers Training College will require Sh25.4 million, while the Kenya Institute of Curriculum Development’s resource centre will cost Sh314 million.
Dr. Kipsang emphasized the need for increased school funding, noting that current per-pupil support of Sh1,420 is insufficient. The Kenya Secondary School Quality Improvement Programme, backed by donor funding, will require Sh2.8 billion, with donors collectively contributing Sh4.6 billion and the government committing Sh5.4 billion from July 2019.
