Vihiga County Launches Sh500M Ward Fund Amid Budget Controversy

Vihiga County has initiated a Sh500 million Ward Development Fund (WDF) following a pact between local councilors (MCAs) and the executive branch, sparking debate over its legal basis.

Controller of Budget Agnes Odhiambo previously rejected similar funds, citing their absence from the County Government Act and Constitution. However, recent guidelines now permit WDFs if MCAs maintain oversight while the executive handles implementation.

The 25 MCAs will supervise projects funded at the ward level, mirroring the National Government Constituency Development Fund. Each ward received Sh20 million for initiatives including roads, health facilities, and early childhood education.

The fund followed a February 2019 meeting between Governor Wilber Ottichilo and MCAs. Critics argue it duplicates existing national programs, while councilors claim it fulfills devolved responsibilities. MCAs emphasized projects like ECDE classrooms, road construction, and water infrastructure as part of their campaign commitments.

Eric Odei (Gisambai) reported constructing three ECDE classrooms and a Sh6 million road, while Gladys Analo (Busali) highlighted water projects and 10 new springs. Both disbursed Sh9 million in bursaries to 1,800 students.
