The Kenyan Health Ministry has delayed implementation of a proposed Sh144,000 monthly stipend for trainee doctors in Cuba, citing pending approvals from the State Law Office and county governments. A revised payment plan for January to March 2019 will provide Sh50,000 per month, up from Sh36,000, according to a ministry letter.
The letter referenced a 2001 circular outlining allowances for government-sponsored trainees, stating payments would align with its terms once an updated agreement is finalized. Doctors had previously requested higher allowances due to high living costs and return air tickets, but were informed such provisions were not included in their training memorandum.
Health administrative secretary Rashid Aman attributed payment delays to year-end holidays, noting an advance payment was postponed but emphasizing no cause for concern. The ministry has not yet confirmed when the full stipend increase will take effect.
