Treasury Cabinet Secretary Henry Rotich concluded a 12-hour interrogation at the Directorate of Criminal Investigations on Tuesday night regarding the Sh21 billion Arror and Kimwarer dam scandals, according to sources.
The session, requested by DCI Director General George Kinoti, focused on 107 companies linked to the projects. Rotich was questioned about the disbursement of funds to an Italian contractor prior to project commencement, as well as land allocation procedures for affected communities.
Rotich's legal counsel, Katwa Kigen, stated the extended questioning required verification of documents and cross-checking of information. 'We provided most of the clarifications requested, but some materials remained pending,' Kigen said, noting the minister would return for additional inquiries.
The CS departed DCI headquarters on Kiambu Road in Nairobi accompanied by three vehicles. He faces allegations of approving funds for the dams in Elgeyo-Marakwet County and directing the National Land Commission to address resettlement issues.
