In 2019, Treasury Cabinet Secretary Henry Rotich faced questioning at Directorate of Criminal Investigations (DCI) offices over allegations involving Ksh.21 billion earmarked for the Arror and Kimwarer Dams projects. The funds, intended for initiatives that remained unimplemented since 2017, drew scrutiny from investigators examining financial irregularities.

Rotich reported to DCI headquarters on Tuesday morning to address inquiries about the payment discrepancies. He was also accused of allegedly instructing the National Land Commission to accelerate land allocation processes, facilitating resettlement efforts by the Kerio Valley Development Authority (KVDA) overseeing the dam projects.
