Treasury Cabinet Secretary Henry Rotich is being questioned by Directorate of Criminal Investigations (DCI) officers over allegations of authorizing Sh21 billion in payments for the Kimwarer and Arror dams in Elgeyo Marakwet County. The projects, which have not commenced since 2017, are at the center of a corruption probe. Rotich is the second official to appear before investigators this week, following multiple interrogations of Kerio Valley Development Authority (KVDA) officials.
Investigators are examining claims that Rotich directed the National Land Commission to resolve land allocation issues for KVDA, which contracted Italian firms CMC di Ravenna and Itinera for the projects. The authority faces allegations of facilitating kickbacks to officials. A DCI team recently traveled to South Africa to investigate an alleged dam site tied to the projects.
KVDA Managing Director David Kimosop and several board members have been questioned four times by DCI. The inquiry focuses on irregularities in the Sh21 billion contract, which was approved before construction began. Rotich's legal team has not yet commented on the allegations.
