National Treasury Secretary Henry Rotich has appeared before the Directorate of Criminal Investigations to explain discrepancies surrounding two unfinished dam projects in Elgeyo Marakwet County.

The Kenyan government confirmed it has paid Italian construction firm CMC di Ravenna over Sh20 billion for the Arror and Kimwawer dams, despite both projects remaining unbuilt.

Rotich defended the Sh7 billion down payment made to CMC before construction began, asserting the contracts with the financially troubled company comply with procurement regulations.

The secretary maintained the dam projects, which remain in limbo, are being managed through legitimate channels despite ongoing scrutiny.
