Documents obtained from Nairobi City Hall reveal that government institutions have accumulated unpaid parking fee liabilities totaling Ksh203 million since 2014.
The office of Deputy President William Ruto owes Ksh189.08 million for 113 parking spaces on Harambee Avenue and Ksh14.06 million for 10 slots along Parliament Lane. This debt forms part of a broader pattern where public entities have failed to settle Ksh678 million in parking charges, according to city officials.
The High Court remains indebted to City Hall for Ksh105.1 million in fees for 72 parking spaces at Milimani since 2012. The Central Bank of Kenya also owes Ksh77.2 million for 46 slots during a similar timeframe. Additional unpaid balances include Ksh42.3 million from the Kenya National Bureau of Statistics, Kenya Police, and Ministry of Finance for 64 spaces dating back to 1999.
Director of Parking Services Tom Tinega confirmed that repeated demand notices have been sent to defaulting institutions. 'Some entities like Parliament and the Kenya Revenue Authority previously made payments but have since ceased,' he stated. Despite these efforts, Nairobi City County collected Ksh1.88 billion in parking fees for the year ending June 2018—a 18% decline from Ksh2.05 billion in the 2016-17 fiscal period.
