Treasury Cabinet Secretary Henry Rotich is set to face questioning by the Director of Criminal Investigations (DCI) over the Arror and Kimwarer dams scandal, following his absence from a prior meeting with investigators. The probe centers on the allocation of Ksh.21 billion to an Italian firm involved in the projects, with sources confirming 300 questions prepared for the cabinet secretary.
Investigators will focus on how funds were released to CMC di Ravena before project commencement, including why Rotich disregarded the Attorney General's advice to avoid a financially unstable contractor. His legal team has requested early access to interrogation rooms, according to reports.
Documents reviewed by the investigation reveal Ksh.20.5 billion was paid to CMC di Ravena for constructing the dams in Elgeyo Marakwet County. Of this, Ksh.7.8 billion was an advance payment, with Ksh.4.3 billion allocated for Arror dam and Ksh.3.5 billion for Kimwarer dam. The financial breakdown aligns with records disclosed during the probe.
Rotich could face graft charges alongside KVDA officials, including Managing Director David Kimosop and procurement head William Maina Kiprotich. Opposition MPs have called for his removal amid ongoing scrutiny of the scandal, which was initially highlighted through documents reviewed in 2018.
