The Nairobi County Assembly has proposed allocating 20% of housing units from the Sh300 billion urban development project to eligible county staff, according to a recent housing policy report. The initiative, set to begin in the first quarter of 2019, aims to replace aging infrastructure in seven city estates with modern low-cost housing. The report emphasized that houses must remain under ownership for at least five years before disposal and recommended exclusive county management to prevent absorption into national programs.

Key provisions include prioritizing residents earning Sh150,000 or less annually for housing allocation. Six firms—Technofin Kenya, Green Ederman Property, Green Prestik Limited, Jabavu Village Limited, Stanlib Kenya, and Directline Assurance Limited—have secured contracts to construct affordable units under the project.
