KPA Marine Scandal Unveils Ties Between Tycoon and Senior Official

A Mombasa-based tycoon is accused of colluding with a Kenya Ports Authority (KPA) captain to siphon Sh10 million through manipulated maritime records during a 2018 vessel rescue operation.

The businessman, identified as Mr. Bharat, allegedly influenced international suppliers to block new entrants from securing manufacturer certifications, effectively monopolizing spare parts contracts at KPA. His firm, Bharat Spare Parts, operates within the Railways yard and specializes in motor nozzle repairs.

Investigations reveal that Captain William Ruto, a key figure in the scheme, exploited his association with Deputy President William Ruto to secure a strategic position at KPA. Despite claims of familial ties, sources confirm the two men share only a name and Kalenjin heritage.

The scandal came to light through a 2018 incident involving the MV Serval, which required rescue operations by tugboats MV Eugene and MV Nyangumi. Captain Ruto allegedly altered vessel traffic system (VTS) logs and pilot records to inflate charges, resulting in a Sh18 million discrepancy. The funds were reportedly split among four captains and the ship's Arab agent.

KPA officials face scrutiny over the breach of protocol, as the incident highlights systemic vulnerabilities in maritime procurement and record-keeping. The case adds to a history of alleged corruption at KPA, including the 2000s-era looting by Raj Devani, who was linked to former President Moi's son Philip Moi.
