Kenya's Teachers Service Commission (TSC) recorded the removal of 22,961 deceased educators from its rolls between 1987 and 2016, equating to an average of 791 teacher deaths per year. This loss has intensified staffing challenges as the education sector grapples with expanding enrollment and infrastructure demands.
The TSC, responsible for registering all trained teachers under Kenya's Constitution, faces mounting pressure to address vacancies. As of 2017, the country had 429,259 registered teachers, including 217,152 primary school educators and 93,831 secondary teachers, according to the Economic Survey 2018.
Teacher attrition has worsened student-teacher ratios, with primary school class sizes doubling from 28 students per teacher in 2002 to 56.6 by 2012. Secondary schools face similar shortages, prompting calls for urgent recruitment. The TSC estimates 70,000 new teachers are needed immediately to meet projected secondary enrollment growth from 2.79 million to 3.2 million students by 2020.
Despite government efforts, recruitment falls short of targets. Only 8,700 teachers were hired in 2017, far below the 12,626 annual goal. Critical subjects like physics, chemistry, and computer studies remain under-resourced, with secondary schools reporting a 63,849 teacher shortfall.
Regional disparities persist in new hiring. Western Kenya will receive 35% of 5,000 planned recruits, with Kakamega leading in placements. Northern counties, historically affected by violence, will see fewer new teachers this cycle.
The TSC confirms that surviving dependents of deceased public school teachers qualify for death gratuities and pensions. In late 2018, 2,769 such applications were processed, highlighting the financial burden of teacher attrition on the state.
