On July 26, 2019, the Universities Academic Staff Union (Uasu) filed a case at the Labour Court to stop the planned merger of 31 public universities by the government.

The union, represented by Koceyo & Company, argued that the proposed merger was neither aligned with any national educational policy goal nor principle and was being undertaken unilaterally without due regard to other stakeholders.

Uasu Secretary-General Constantine Wasonga had previously sought the intervention of Parliament to stop the merger, recommending the establishment of an educational commission or taskforce on university education.

Wasonga stated in the petition, "Universities academic staff are extremely concerned that the proposed merger of public universities is neither aligned with any national educational policy goal nor principle."
