On July 26, 2019, former Kerio Valley Development Authority (KVDA) Managing Director David Kimosop was arrested upon his arrival in Nairobi from Congo.

He was taken to the Directorate of Criminal Investigations for questioning before being arraigned in court.

Investigations into the construction of the Sh63 billion Arror and Kimwarer dams in Elgeyo Marakwet revealed a breach of procurement law.

Director of Public Prosecutions had recommended charges against top government officials, including former National Treasury Cabinet Secretary Henry Rotich and his Principal Secretary Kamau Thugge.

Rotich and Thugge denied charges of abuse of office, neglect of duty, and other offenses when they were arraigned in court alongside other officials.
