On July 23, 2019, two police officers from Kamukunji Police Station, in Nairobi, Kenya, allegedly extorted money from employees of the National Treasury in an extortion scam.
The officers, identified as CPL Arimba Rioba Daniel and PC Oliver Tambo, targeted Mohammed Kiptirim arap Cheboi, the former driver of Finance Minister Henry Rotich, claiming they were investigating the Arror and Kimwarer dams scandal.
Mr. Cheboi reported the matter to the KICC police station, stating that the officers demanded Sh300,000 to secure his release. He was able to raise Sh200,000 and was later released.
The corrupt officers returned to the Treasury building on July 24, 2019, and pounced on Mr. Cheboi's friend and businessman Peter Oyaro Mose, accusing him of forgery in the dams scandal and demanding Sh200,000.
Mr. Mose was allegedly assaulted and taken to a hideout near Kamukunji police station, where the officers waited for the money to be delivered.
It was after the second incident that detectives at KICC Police Station laid a trap to arrest the two rogue officers, accompanied by Mr. Kiptirim. They managed to arrest CPL Arimba Rioba Daniel, while PC Oliver Tambo escaped the dragnet.
Mr. Mose was also rescued, and a manhunt for the second accused was launched as detectives continue with investigations.
