On July 25, 2019, President Uhuru Kenyatta addressed governors at the funeral of Peter Kenneth in Murang'a, Kenya.

He emphasized that the national government does not have enough funds to provide additional money to counties.

Uhuru Kenyatta stated, "You cannot eat what you did not plant. We want our counties to continue, but if you issue more money that does not exist, where will you get it from?"

He also suggested that governors should use their allocated funds wisely and not expect the national government to provide more money.

Uhuru Kenyatta further stated, "If we all have to sacrifice, let us sacrifice our salaries and give the counties the money. We cannot create money and we cannot print more money. Use what you have wisely first,"

His comments come after governors went to court to challenge the decision of the National Assembly to allocate Sh316 billion to them, which they felt was insufficient. They had requested Sh335 billion.
