On July 24, 2019, President Uhuru Kenyatta made significant changes to his cabinet, firing Labour Cabinet Secretary Ukur Yatani's predecessor, Henry Rotich, and his Principal Secretary, Kamau Thugge, over corruption charges related to the Ksh.19 billion Arror-Kimwarer dams scandal.

As a result of this change, Ukur Yatani, who was previously Labour Cabinet Secretary, has taken over the National Treasury and Planning docket in an acting capacity. He was nominated as Labour Cabinet Secretary in January 2019.

On July 25, 2019, Head of Public Service Joseph Kinyua introduced Yatani and the new Principal Secretary, Dr. Julius Muia, to the ministry officials during a tour of the offices at the Treasury building.
