On July 24, 2019, President Uhuru Kenyatta appointed Labour and Social Protection Cabinet Secretary Ukur Yattani as the acting Treasury CS, replacing Henry Rotich who was arrested over the multibillion-shilling Kimwarer and Arror dams scandal.

Legislators in Parliament expressed mixed views on the appointment, with those in the Tanga Tanga group, allied to Deputy President William Ruto, dismissing it, while those in the opposing Kieleweke group hailed the move.

Kitui Central MP Makali Mulu expressed confidence in Yattani's ability to perform well, citing the strength of the technical team at the Treasury and the support of the budget committee in Parliament.

Ugunja MP Opiyo Wandayi, however, urged that the position be filled permanently soon, while Cherengany MP Joshua Kutuny urged people not to read too much into the appointment, saying Yattani was only an acting CS.

Others, including Saku MP Dido Raso, expressed support for the President's decision, citing Yattani's performance at the Labour ministry docket.
