On July 24, 2019, President Uhuru Kenyatta made key appointments in the wake of corruption allegations against senior Treasury officials.

Labour Cabinet Secretary Ukur Yattani was named to replace Henry Rotich in an acting role at the Treasury, while Dr Julius Monzi Muia took over as Principal Secretary from Kamau Thugge.

Additionally, Torome Saitoti was appointed as the Principal Secretary for the State Department of Planning, and Maj-Gen (Rtd) Gordon Kihalangwa as the Principal Secretary for the Ministry of Defence.

The appointments came after a court order barred Rotich and Thugge from stepping into the Treasury unless accompanied by an investigating officer, following their arraignment in the Kimwarer and Arror dams corruption saga.

The arrests of senior Treasury officials had significant international implications, affecting the Kenyan shilling and yields from the Eurobond.

Ukur Yattani, a former Marsabit Governor, had been appointed to the Cabinet in January 2018.
