A taskforce chaired by former Education Assistant Minister Kilemi Mwiria has recommended introducing a tax on airtime to help fund free secondary education by 2017.
The taskforce suggests that the government tax airtime, along with other fast-moving goods, to raise revenue for this purpose.
According to the report, "We recommend that levies on airtime, fares and fuel be introduced as part of raising funds for free secondary school education."
