On July 24, 2019, the World Health Organisation declared the Ebola outbreak in the Democratic Republic of Congo an international health emergency, with over 1,700 deaths.

Islamic State has claimed responsibility for attacks carried out by the Allied Democratic Forces (ADF), a rebel group operating in the region, despite the ADF never having publicly pledged allegiance to the terrorist organisation.

The ADF has been described by Islamic State as its 'Central Africa Province', further muddying the waters of their relationship.
