David Matsanga, a Ugandan national and known associate of Uhuru Kenyatta, has filed a case at the International Criminal Court (ICC) requesting that the 'Waki Envelope' be opened.

Matsanga, who played a significant role in managing the public relations aspect of Kenyatta's ICC case, has been closely linked to the former president's defense efforts.

According to sources familiar with the matter, Matsanga's involvement in the ICC case diminished after the charges against Kenyatta were dropped. The current move to open the 'Waki Envelope' may be seen as an attempt to revive his relevance in the context of Kenyan politics and the ICC.

The 'Waki Envelope' is part of the Commission of Inquiry into the Post Election Violence (CIPEV) report, also known as the Waki Report. This report provided a comprehensive overview of the post-election violence in Kenya, including its causes and key players.
