County Employees Face Tough Times Amid Unpaid Salaries

Published on July 24, 2019, the Council of Governors has appealed to banks and landlords to show understanding towards county government employees who have not received their salaries since June.

The delay in the passage of the Division of Revenue Bill and County Allocation Revenue has left employees without pay, with some counties relying on their own generated revenue and opening balance from the 2018/2019 financial year.

However, the amount is insufficient to keep the counties running, according to the letter.

The governors have warned of tough times ahead if the stalemate continues, urging all stakeholders, including union members, private sector representatives, and citizens who receive services from the county government, to be prepared for the challenges.

On Tuesday, the Senate passed its version of the Division of Revenue Bill, 2019, allocating Sh335 billion as the equitable shareable revenue for counties in the 2019/20 financial year, while the National Assembly proposed Sh316 billion.
