Rural Focus Limited (RFL), a private Kenyan company, is seeking a Project Officer to oversee a portfolio of projects in Kenya. The position will be based in Nairobi or Nanyuki with a degree of field travel.

The company works in various fields, including building water security for communities and commercial enterprises, and linking community-managed water projects with micro-finance institutions. RFL has undertaken projects in Eastern and Southern Africa and works with public and private sectors, development organizations, and research institutions.

Position Summary

The Project Officer will manage a portfolio of up to five projects related to market-based models of water service delivery in rural and peri-urban settings. The successful candidate will work closely with field staff, participate in management discussions, and contribute to project development and capacity building.

  • The Project Officer will keep RFL Directors and Project Partners informed of project developments and serve as a key link between field activities, project staff, and partners.
  • The officer will be the first point of contact for project activities management and support.
  • The officer will work with field staff to ensure sound human resource and operational management.
  • The officer will ensure timely preparation and submission of project deliverables, such as reports and financial statements.

Responsibilities

  • Attend regular meetings with stakeholders, including Water Service Boards, Water Service Providers, and government officials.
  • Support the dissemination of results via presentations, publications, and reports.
  • Promote inter-project best practices and share best practices through formal and informal forums.
  • Manage project budgets and track expenses.
  • Assist in developing new project concept papers and funding proposals.
  • Mentor and supervise project staff.

Desired Qualifications and Competences

  • Masters or Bachelor’s degree in a field related to water, public policy, and/or development.
  • At least five years of relevant project management experience, preferably in the water sector.
  • Experience with private sector/market-based approaches to water and sanitation service provision.
  • Strong IT skills and interpersonal, written, and oral communication skills.
