On July 23, 2019, a Kenyan court issued a directive that Treasury CS Henry Rotich and PS Kamau Thugge should not access their offices at the Treasury building without the accompaniment of an investigator.
Justice Ogoti, who granted the duo a Sh15 million bail each, also ordered them to deposit their passports before release.
Alternatively, Rotich and Thugge could deposit a Sh50 million bond to secure their release.
The two are accused of conspiring to defraud the government and violating procurement laws in the irregular procurement of an insurance policy for the Arror and Kimwarer dams project.
Rotich's lawyers had earlier argued that there was no reason to deny him bail, requesting favorable bail terms.
