On July 23, 2019, a Nairobi court released Treasury Cabinet Secretary Henry Rotich and Principal Secretary Kamau Thugge on bail, following their arrest in connection with the National Youth Service (NYS) scandal.

Rotich and Thugge were each required to post a Sh15 million cash bail or a Sh50 million bond, and were also ordered not to report to work.

Chief Magistrate Douglas Ogoti further ruled that the Treasury building is a scene of crime.

East Africa Community PS Dr Susan Koech was released on a Sh30 million bond or an alternative cash bail of Sh6 million, while Nema Director General Geoffrey Wahungu was ordered to deposit a cash bail of Sh750,000.
