Eliud Owalo reported that in late 2013, the Jubilee Government announced plans to transform the National Youth Service (NYS) into a paramilitary organization. This transformation included the establishment of its own security firm to provide security services for hire.
Other changes were also made to the NYS, including the appointment of a new Director General and a significant increase in budget allocation, surpassing that of regular security organs such as the Administration Police and Regular Police.
