On July 23, 2019, a dramatic scene unfolded at the Milimani Law Courts in Nairobi as National Treasury Cabinet Secretary Henry Rotich and eight others faced corruption charges in the Sh63 billion Arror and Kimwarer dams' scandal.

Chief Magistrate Douglas Ogoti read out the charges, which included abuse of office, engaging in unplanned projects, and receiving bribes, among other economic crimes. The suspects, including Principal Secretary Kamau Thugge, denied the allegations.

Director of Public Prosecutions had approved their arrest and prosecution, and the Director of Criminal Investigations (DCI) George Kinoti indicated that he would be applying for local and international warrants for others still at large, including three Italian executives from CMC Di Ravena.
