Treasury CS Rotich Faces Corruption Charges

On Tuesday, National Treasury CS Henry Rotich made history by pleading not guilty to corruption charges, an unprecedented move against a sitting minister.

Rotich, along with Treasury PS Kamau Thugge, East African Community PS Susan Jemtai Koech, and former KVDA Managing Director David Kipchumba Kimosop, among others, are accused of conspiring to defraud the public and other serious charges.

The charges are linked to a police investigation into the misuse of funds for the Arror and Kimwarer dams projects, overseen by Italian construction company CMC Di Ravenna.

According to the charge sheet, the accused persons allegedly conspired to defraud the Government of Kenya between December 17, 2014, and September 27, 2018.

They have also been charged with wilful failure to comply with applicable procedures and guidelines relating to procurement, engaging in a project without prior planning, and other serious offenses.

Lawyers representing the suspects include Katwa Kigen, Kioko Kilukumi, Ginaro Kibe, and Kipchumba Murkomen, among others.
