In 2014, former Prime Minister Raila Odinga discussed alleged irregularities in the office of the President's expenditures during the transition after the 2013 elections. At the time, Jubilee leaders responded by suggesting he was trying to undermine the government of President Uhuru Kenyatta.

The Public Accounts Committee (PAC), then led by Ababu Namwamba, became involved in the controversy surrounding these expenditures. The allegations had initially surfaced when Raila Odinga addressed a cash crunch that occurred after the 2013 general election, in August 2014.
