The Water Services Trust Fund (WSTF), a state corporation established under the Water Act of 2002, is currently seeking qualified candidates to fill two senior positions: Manager, Human Resources and Administration, and Manager, Water Resources Programmes.

About the Water Services Trust Fund

The WSTF was established to assist in financing the provision of water services to areas of Kenya that lack adequate water services. As a basket fund for mobilizing resources, the WSTF provides financial assistance towards capital investment costs for water service and sanitation.

Job Description: Manager, Human Resources and Administration

The successful candidate will be responsible for developing a strong and motivated workforce that can deliver on the mandate of the WSTF. Key responsibilities include:

  • Formulating, implementing, and reviewing human resource strategies, regulations, policies, and practices.
  • Developing guidelines for implementing human resource policies and building the capacity of line managers.
  • Driving change management within the organization to facilitate the implementation of the strategic plan.
  • Assessing individual and organizational skills development needs and developing staff development plans.
  • Reviewing and analyzing job descriptions to ensure they align with emerging HR trends and organizational needs.

The ideal candidate should possess a university degree in Human Resource Management, Public or Business Administration, Law, or a related social science discipline, as well as a minimum of five years of experience in management, with two years at a senior level in Human Resources Management.

Job Description: Manager, Water Resources Programmes

The successful candidate will be responsible for the effective and efficient design and implementation of projects within the Water Resources Programme, ensuring accurate accountability, timely completion, and value for money. Key responsibilities include:

  • Identifying needs through research and developing programme parameters to achieve stated objectives.
  • Providing input into and reviewing the organization's proposals and project selection criteria for WRP financing.
  • Preparing project proposals and developing short- and long-term investment work plans for approved projects.
  • Effectively managing the investment portfolio and relationships with stakeholders, including implementing partners and development partners.

The ideal candidate should possess a BSc in Water Resources, Environment, Civil Engineering, or a related field, as well as a minimum of seven years of experience, with two years at a senior position in programme/investment management.
