On July 22, 2019, Director of Public Prosecution (DPP) Noordin Haji ordered the arrest of Treasury Cabinet Secretary Henry Rotich and his Principal Secretary Kamau Thugge over the Arror and Kimwarer dams scandal.
Elgeyo Marakwet Senator Kipchumba Murkomen and Kericho counterpart Aaron Cheruiyot have read malice in the arrest of CS Henry Rotich. They claim the move was selective and targeted some individuals for political reasons.
"I have looked at the charge sheets and I can tell you the entire thing is a charade," said Murkomen shortly after arriving at the DCI headquarters.
Cheruiyot argued that there were many other projects which had stalled and for the investigative agents to only focus on a single one amounted to malice and witch hunt.
"I do not know about the guilt or otherwise of Rotich and company. All I know is that there are over 200 government projects that have followed the same process as Kimwarer and Arror, so long as silent about it, he can tell the being independent tales to the birds," said Cheruiyot through his Twitter handle.
Rotich was adversely mentioned in the mega scandal and has been under probe since the beginning of the year. Apart from his PS, Rotich is also accused alongside 25 top officials at the Kerio Valley Development Authority (KVDA).
The suspects will face charges of conspiracy to defraud, failure to comply with the applicable procedures and guidelines on procurement, abuse of office, engaging in a project without prior planning, committing an offence of financial misconduct among others.
