Motorists are reportedly paying substantial sums daily in fines for what are described as non-existent traffic offenses, with claims of collusion between police and courts.
Those caught by speed police are said to be the most affected.
According to the traffic law, an offense is committed only when a speed limit is exceeded by more than 20 kph.
For instance, driving at 70 kph in a 50-kph zone or 120 kph in a 100-kph zone would not constitute an offense under this interpretation.
