On July 22, 2019, Director of Public Prosecutions Nordin Haji ordered the arrest of 25 individuals, including Treasury Cabinet Secretary Henry Rotich and his Principal Secretary Kamau Thugge, over corruption charges involving the Arror and Kimwarer Dams.
The dams project, which cost the nation billions of shillings, has been marred by allegations of corruption and mismanagement.
Among those arrested were National Environment Management Authority Director Geoffrey Mwangi Wahungu and 24 others, including officials from the National Treasury and the Kerio Valley Development Authority.
Kipchumba Murkomen, a senator, has termed the DPP charges against the 25 suspects as a charade.
