On July 22, 2019, Tanzanian President John Magufuli made significant changes to his cabinet, firing his Minister of State in the Vice President's Office, January Makamba, and appointing George Simbachawene in his place.

Simbachawene was sworn in on Monday, a day after Makamba's dismissal, and was tasked with addressing the sluggishness in the way tasks were handled at the ministry.

President Magufuli emphasized the need for investors to be able to access Environmental Impact Assessment (EIA) certificates quickly, stating, "Investors are still exposed to a lot of delays in accessing Environmental Impact Assessment (EIA) certificates. If need be, it should reach a point whereby investors should start investing and acquire the certificates later," said Dr Magufuli.

Magufuli also praised the contributions of new Deputy Minister of Agriculture, Hussein Bashe, who was appointed due to his impressive contributions in Parliament, particularly his analysis of the budget for the Ministry of Agriculture for the financial year 2019/20.

Bashe had previously stated in Parliament on June 18, 2019, that the development budget for the agriculture sector left a lot to be desired, with the ministries of Agriculture and Livestock and Fisheries Development receiving only Tsh61 billion (about $26.5 million) out of the total development funds of Sh12 trillion.
