On June 10, Director of Public Prosecutions Noordin Haji and Directorate of Criminal Investigations boss George Kinoti flew to Italy to conclude investigations into the dams scandal.
Following their findings, Haji ordered the arrest of Treasury CS Henry Rotich and his Principal Secretary Kamau Thugge, among other state officers, over the dams scandal.
Rotich and Thugge were taken to DCI headquarters along Kiambu road, where they are being held.
According to Haji, the Kerio Valley Development Authority (KVDA) failed to comply with the principal of fairness and value for money in awarding the contract to CMC Di Ravenna.
“They awarded the contract while aware that CMC Di Ravenna was straining financially back in Italy,” Haji said.
The DPP also alleged that the contractor, CMC di Ravenna, submitted a design of the dams four years after the required time, and that the contract was inflated by Sh17 billion.
The suspects will be charged with conspiracy to defraud, willful failure to comply with applicable procedures, abuse of office, committing an offence of financial misconduct, and fraudulent acquisition of public property among other charges.
