Mark Bor, the former permanent secretary, stated that the document was not meant to be registered before another agreement was reached and signed by the ministry.
According to Bor, the alleged template was a work in progress that did not discuss any monetary aspects.
It was also revealed that Bor signed the document illegally, as his services had already been terminated at the ministry.
When questioned about the authority to sign the contentious 2013 CBA, Bor failed to provide a straightforward answer.
