On July 22, 2019, Treasury Secretary Henry Rotich and Principal Secretary Kamau Thugge presented themselves at the Directorate of Criminal Investigations headquarters, where they were subsequently placed under police detention.

CS Rotich and Mr Thugge are awaiting court appearance, along with 27 other government officials, in connection to the Kimwarer and Arror dams scandal.

Also detained is National Environmental Management Authority (Nema) Chief Executive Geoffrey Wahungu.

The arrests are part of a larger crackdown on government officials implicated in the scandal.
