On July 22, 2019, the Director of Public Prosecution Noordin Haji ordered the arrest of Treasury Cabinet Secretary Henry Rotich and Principal Secretary Kamau Thugge over the Arror and Kimwarer dam scandal.
According to reports, Haji and his team had jetted back into the country from Italy and Dubai after two weeks, where they had obtained important leads in an ongoing corruption probe.
Rotich and Thugge are accused of being involved in the scandal, which led to the payment of Ksh11.1 billion as an insurance premium for a loan to build the two dams.
Rotich had previously been summoned by the DCI in March 2018 for questioning during investigations on the Arror and Kimwarer dams scandal.
The DPP also ordered the arrest of former KVDA MD David Kimosop, EAC Principal Secretary Susan Koech, and others.
