On July 22, 2019, the Director of Public Prosecutions Noordin Haji ordered the arrest of National Treasury Cabinet Secretary Henry Rotich over the multi-billion dams scandal.
The scandal involves the controversial Arror and Kimwarer dams, which were strongly opposed by the Kenya Forest Service (KFS) due to the acquisition of forest-covered land.
According to reports, top government officials, including PS Kamau Thugge, are alleged to have misled the public about the state of national finances to award the tender to the bankrupt Italian firm CMC Di Ravenna.
The company was supposed to finance the dams project, but the Kerio Valley Development Authority (KVDA) and the National Treasury spent Sh20.5 billion of taxpayers' money on the ghost projects.
