On July 19, 2019, the government announced a second phase of Huduma Namba registration, providing an opportunity for citizens who failed to register in the recent 45-day biometric registration to do so.

Government spokesman Col. Rtd. Cyrus Oguna urged citizens from all regions of Kenya to utilize the current opportunity, where the registration of birth certificates and national IDs was being done free-of-charge.

Speaking during a weekly press briefing in Marigat town of Baringo County, Oguna emphasized the importance of biometric registration for all Kenyans, particularly special groups like the youth and elderly persons, who may face difficulties accessing vital government services like cash transfers without Huduma Namba.

The spokesman noted that the government was continuously enrolling more beneficiaries to programs like Inua Jamii cash transfers and Ajira Programmes, which had been allocated over Sh26 billion in the 2019/2020 financial year.

He also highlighted the success of the Inua Jamii program, which had been scaled up by 63 percent and would benefit over 1.3 million people in the three categories.

During the press briefing, Oguna asked Kenyans and the media to criticize the government constructively and not just for the sake of it.

He also announced that he would be holding future weekly press briefings in different regions of the country to deviate from the usual norm of hosting the briefings only in Nairobi.
