On July 19, 2019, the National Cohesion and Integration Commission (NCIC) announced plans to take action against Sirisia MP John Walukhe over an ethnic slur against Jubilee Party secretary-general Raphael Tuju.

Walukhe had made the comments in a video that circulated on social media, accusing Tuju of bringing conflict in the ruling party 'the way people from his community like to do.'

NCIC secretary Hassan Mohamed stated that Walukhe violated section 62 of the NCIC Act, saying, 'We will be taking action since that is what is required of us when the law is violated. He should just have attacked Tuju as a person and not include the community he comes from.'

Walukhe had claimed he was speaking as the national vice-chair of Jubilee Party, stating that Tuju was not appointed to the position of secretary-general to bring conflict in the party.

However, his comments were met with a warning from NCIC, which indicated that he would face action for violating the law.
