Embakasi East MP Babu Owino and Starehe MP Charles Njagua were ordered out of Parliament on Thursday morning after they declined to apologize for a fight that had broken out inside the parliamentary precincts the previous year.
The two legislators had been directed in June by the Parliamentary Privileges Committee, chaired by Speaker Justin Muturi, to seek forgiveness over the confrontation that involved heavy blows inside Parliament buildings. When they refused to comply, Deputy Speaker Moses Cheboi instructed that they be escorted out of the chamber.
Cheboi told the House that they should be taken to the area reserved for strangers at the bar of the House before being summoned back individually for disciplinary action. He said Parliament could not continue its business in the presence of strangers.
A few minutes later, both MPs were allowed back after offering verbal apologies. Njagua said he would respect the constitutional responsibilities of leadership, while Babu Owino maintained that he did not slap Jaguar.
“On that day, I did not slap Jaguar. It is his cheeks that moved towards my hands and I am ready to apologize,” said the Embakasi legislator.
