On 21 November 2018, Nyakundi Report published a complaint alleging that the Kenya Revenue Authority had been captured by tribal favoritism under Commissioner General John Njiraini.
The message claimed that senior appointments at KRA had been skewed in favour of one community and urged the publication to expose what it described as “tribalism & corruption” inside the tax agency. The allegation was directed at Njiraini and what the sender called his “tribal cronies.”
The complaint then listed a series of officials it said formed the top leadership at the authority. Those named included John Njiraini, Commissioner General; Githii Mburu, Commissioner Intelligence; Wairimu Nganga, Commissioner Legal Services; Ruth Wachira, Commissioner Domestic Taxes; Nelson Mukuria, Commissioner Human Resources; and Joseph Karanja, Deputy Commissioner Investigations.
Other names cited in the list were Dr Mugambi, Commissioner Kenya School of Revenue Administration; Nicholas Kinoti, Deputy Commissioner, KRA Mombasa; Joseph Kaguru, Deputy Commissioner, KRA Kisumu; John Gathatwa, Deputy Commissioner, Nairobi; John Nyaga, Deputy Commissioner, Intelligence; Maj. Samuel Kariuki, Deputy Commissioner, Customs; Grace Murichu, Deputy Commissioner, Procurement; Anastacia Gituba, Deputy Commissioner, CG’s office; Joseph Nderi, Deputy Commissioner, Security Services; Rosemary Njeri, Deputy Commissioner, ICD; Peter Nguru, Deputy Commissioner, Transit; Susan Wanjohi, Deputy Commissioner, JKIA; John Muraguri, Deputy Commissioner, ICT; and Mike Njeru, Deputy Commissioner, Intelligence, Mombasa.
The note also alleged that Githii Mburu had been appointed without due process and said he was facing a court case over the appointment. It added that “many more are holding senior positions.”
