On 21 November 2018, reports said Radio Africa Group chief executive Patrick Quarcoo had recorded a statement with police as investigators widened their probe into the Sh2.8 billion media advertising scandal.
Quarcoo, a Ghanaian widely known as PQ, was linked to the inquiry after it emerged that a company described as phoney had received part of the money from the Government Advertising Agency on behalf of Radio Africa Group.
Radio Africa Group is the parent company behind several Kenyan media brands across print, digital, television and radio. Its best-known station is Classic FM.
The matter also touched The Star Publications and Star Publications Ltd, which were said to have received about Sh21 million between November 2017 and June 2018.
The scandal had already led to charges against former ICT permanent secretary Sammy Itemere, former GAA head Dennis Chebitwey and administrative secretary Dickson Nyandinga. Also charged were GAA chief media buyer Susan Akinyi and Tabitha Nyaboke.
All of the accused denied the allegations and were released on bond. Akinyi and Nyaboke later appeared before Chief Magistrate Francis Andayi and denied three counts of abuse of office, aiding the commission of felony and conspiracy to commit a felony contrary to the law. Akinyi was also charged separately with abuse of office contrary to the law.
