On November 21, 2018, Parliament moved to discipline Embakasi East MP Babu Owino and Starehe MP Charles Njagua after their public altercation inside the National Assembly complex.
The Powers and Privileges Committee, chaired by National Assembly Speaker Justin Muturi, said the confrontation had exposed Parliament to ridicule and diminished its dignity. The committee also found that the conduct amounted to a breach of privilege and was punishable by law.
Muturi directed the two MPs to apologise on the floor of the House for behaviour that, in the committee’s view, reflected badly on the dignity and integrity of the National Assembly and its members.
The incident took place in full view of the media at the Parliament Media Centre on October 10, 2017, when the two legislators fought publicly.
