Civil Servants Face Fresh Evaluation for Job Changes

Job changes for civil servants have hit a snag following a directive by the Public Service Commission (PSC) to subject applicants to fresh evaluation to confirm their suitability for the new roles.

According to an internal memo dated April 23, PSC Secretary Simon Rotich emphasized the need to ensure that applicants meet the qualifications for the new jobs they seek, beyond just academic qualifications.

Rotich noted that apart from basic academic and professional qualifications, there has been a challenge in determining suitability in terms of skills and competencies, as the requirements to such positions are different.

As a result, the PSC developed the Framework for Management of Re-designations, which outlines the process for re-designation, including the submission of a written requisition to an authorized officer, verification of academic and professional papers, and suitability testing.

Under the framework, re-designation will not be automatic but subject to suitability testing, and shall apply to employees who have served for a minimum cumulative period of two years.

Shortlisted applicants will be called for interviews, which are held every three months, and those who emerge successful will be deployed to a position where a vacancy exists.

The framework took effect on May 1, 2022.
