Council of Governors Rejects New Division of Revenue Bill

On July 17, 2019, the Council of Governors (CoG) rejected a new version of the Division of Revenue Bill, 2019, which had allocated 316 billion shillings to the 47 county governments.

This was a slight increase from the previous bill, which had allocated 310 billion shillings, but still fell short of the 335 billion shillings recommended by the Commission on Revenue Allocation.

CoG Chairman and Kakamega Governor Wycliffe Oparanya stated that the governors would wait for the advisory opinion of the Supreme Court before taking further action.

However, the proposal by the Commission on Revenue Allocation has been opposed by the National Treasury and National Assembly, with Majority Leader Aden Duale accusing the commission of making unrealistic recommendations.

The bill is now set to be introduced in the National Assembly on Tuesday next week when sittings resume after a short recess.
