On July 15, 2019, the Supreme Court received a petition from the Council of Governors, seeking arbitration on the Division of Revenue Bill 2019.
The governors claim that operations at the devolved units have come to a standstill due to an impasse between the senate and the national assembly on the bill.
They accuse the National Treasury and the National Assembly of undermining devolution and holding counties hostage.
The Council of Governors alleges that the National Treasury ignored the Commission of Revenue Allocation's recommendations on the sharing of revenue between the national government and the counties.
